Colombia Loses Bid to Host 2027 Pan American Games Amid Contract Breaches

The XX Pan American Games, initially set to be held in Barranquilla, Colombia, have been stripped of their hosting rights by a unanimous decision of the Panam Sports Executive Committee. The move comes because of numerous contractual breaches by the Colombian city. 

The decision follows a series of missed deadlines and unmet obligations outlined in a letter dated August 30, 2023, followed up by another correspondence on October 26, 2023. Despite a plea from Barranquilla for an extension, which was granted with revised deadlines of December 30, 2023, and January 30, 2024, the city failed to meet the updated terms. 

The withdrawal of the hosting rights for the 2027 Pan American Games deals a significant blow to Colombia, echoing past instances such as the 1986 World Cup and the 2021 Copa América, where the country struggled to fulfill commitments for top-tier sporting events. According to Panam Sports, the failure to secure funds to organize the Pan American and Parapan American Games prompted this drastic decision, which was posted on their website and social media.  

The unfolding saga revealed a history of non-compliance dating back to 2022, extending through 2023 and culminating in the recent loss of the prestigious Pan American Games. 

Root Causes of Colombia Losing the 2027 Pan American Games Bid

Reports surfaced, indicating that since 2022, during Iván Duque’s presidency, Colombia had failed to meet the initial payment deadline. Further complications arose in October 2023, despite an agreement under President Gustavo Petro’s administration to make an $8 million payment in two installments, $4 million each on December 30, 2023, and January 30, 2024. 

Still, the first payment was not fulfilled, leading to the decisive action taken by Panam Sports. The sports organization’s statement highlighted the repeated attempts to accommodate Barranquilla’s request for extensions but ultimately pointed to the city’s failure to comply. 

Colombian Government Response and Fallout

In the aftermath, Alejandro Char, Barranquilla’s mayor, expressed disappointment but indicated ongoing efforts by the Colombian government to reverse the decision. According to Marca, Char emphasized that the necessary funds were available, attributing the payment delay to a fiscal issue rather than an absence of resources. 

Efforts reportedly extended to the highest echelons of government, with President Petro engaging directly with Chile’s President Boric in a bid to salvage the situation. However, despite these last-ditch efforts, the decision to revoke the hosting rights stood firm due to the repeated contractual defaults. 

Political Blame Game

The fallout led to a polarized political and social climate, with opposing sides blaming each other. The left-leaning factions associated with President Petro’s government pointed fingers at Barranquilla’s mayor, controlled by the Char family. Conversely, the opposing factions criticized the national administration’s mismanagement, especially the Ministry of Sports. 

Minister Astrid Bibiana Rodríguez addressed the issue, citing difficulties in allocating funds as the primary reason for the payment delay. However, Rodriguez’s statements attracted controversy, shifting blame to Panam Sports for taking unilateral action despite Colombia’s commitment to pay in January. 

The loss of the 2027 Pan American Games hosting rights not only tarnishes Colombia’s image but also disrupts potential economic gains, infrastructure development, job creation, and youth engagement associated with the event. This significant setback impacts various sectors of Colombian sports, resonating across all levels and scales, marking a disheartening blow to the country’s sporting aspirations.
